Sina Financial News on February 27, recently, some media reported that the baby talcum powder sold by Johnson & Johnson in the United States contained talcum powder. This once again leads to the use of talc powder in cosmetics. For this reason, China perfume essence cosmetics industry association has collected and consulted relevant materials, and now explains relevant issues.
According to the association, talc powder is often used in cosmetics as lubricant, absorbent, filler, anti caking agent, sunscreen, etc., and is widely used in various cosmetics, especially powdered cosmetics. However, as talc powder raw materials will be accompanied by asbestos impurities, and asbestos has been internationally recognized as a carcinogen, countries and regions will strictly control the asbestos residues when talc powder is used as cosmetic raw materials.
The association also said that in order to avoid the corresponding use risks, China has standardized the determination method of asbestos in powdered cosmetics and their raw materials, and required that for products that apply for the health administrative license for special-purpose cosmetics or the filing of non special-purpose cosmetics, if the formula contains talcum powder raw materials, the applicant should submit the test report of asbestos impurities in the product when applying for product declaration or filing.
The following is the question about the use of talc powder in cosmetics by China perfume essence Cosmetics Industry Association (full text)
Recently, some media reported the ruling result of the first instance of a lawsuit by a district court in Missouri, involving the talcum powder baby talcum powder sold by Johnson & Johnson in the United States. This once again leads to the use of talc powder in cosmetics. Therefore, we have collected and consulted relevant materials, and now we will explain relevant issues.
Talc powder, INIC Name: talc, CAS no.:14807-96-6, the main component is hydrated magnesium silicate, and the molecular formula is mg3 (si4o10) (OH) 2. It is a white powdery solid with a certain fineness, which is machined and ground from talc ore. It has good lubricity, fire resistance and stability. It is widely used in medicine, food, cosmetics, coatings and paint industries. According to the purpose, the national standard talc powder (gb/t 15342-2012) is divided into "talc powder for cosmetics", "talc powder for coatings - Paints" and "talc powder for papermaking" "Talc powder for plastics" and other 9 varieties.
Talc powder is often used as lubricant, absorbent, filler, anti caking agent and sunscreen in cosmetics, and is widely used in various cosmetics, especially powdered cosmetics.
As talc powder raw materials will be accompanied by asbestos impurities, and asbestos has been internationally recognized as a carcinogen, countries and regions will strictly control the asbestos residues when talc powder is used as cosmetic raw materials. The risk of asbestos residues in talc powder has also caused widespread concern about the safety of cosmetics in the world.
In order to avoid corresponding use risks, the former State Food and Drug Administration issued relevant regulations to regulate the determination method of asbestos in powdered cosmetics and their raw materials, and required that for products applying for the health administrative license for special-purpose cosmetics or the filing of non special-purpose cosmetics, if the formula contains talcum powder raw materials, the applicant shall submit the test report of asbestos impurities in the product when applying for product declaration or filing. At the same time, the requirements for raw materials of talc powder for cosmetics has been issued, which stipulates that "asbestos shall not be detected in talc powder" and that "during the production and use of powdered products, the powder shall be kept away from the nose and mouth".
"Talc: hydrated magnesium silicate" is listed as a restricted component of cosmetics in the hygienic specifications for cosmetics (2007 Edition) and the soon to be implemented safety technical specifications for cosmetics (2015 Edition), which can be used in "powdered products and other products for children under 3 years old", and it is stipulated that when used in "powdered products for children under 3 years old", the label should be marked with "keep the powder away from children's nose and mouth"; When it is used for "other products", there are no relevant restrictions. At the same time, "asbestos" is listed as a prohibited component, that is, it shall not be used as a cosmetic raw material.
The technical specifications for the safety of cosmetics (2015 Edition) also added "asbestos" as a harmful substance in cosmetics, with a limit of "not detectable", and standardized the corresponding test methods in the physical and chemical test methods.
"Talc powder for cosmetics" in the national standard talc powder (gb/t 15342-2012) also requires that "asbestos minerals" shall not be detected.
In a word, according to the relevant technical data currently available, talc powder as a raw material for cosmetics has been provided with safety risk assessment data. According to its safety and the risk of asbestos impurities, necessary regulations and technical requirements have been formulated, and various restrictions on the use of talc powder in cosmetics have been specified.
Cosmetic enterprises should strictly abide by relevant regulations when choosing talc powder as cosmetic raw material. According to the existing relevant regulations, under normal, reasonable and foreseeable use conditions, the product can be considered safe and will not cause harm to human health.
We will continue to pay attention to relevant developments and the progress of safety assessment of relevant raw materials at home and abroad.
